    hello ,
i was recently denied a DV lottery 2009.the Consular said that i didnt qualify based on not having the minimun educational qualification and labour requirement[212][a][5]A ...
but as a matter of fact,i hold a B.sc degree and also a remarkable WAEC result[7 credits and 1 distinction].

The education then should be enough. When you asked them about the degree/education what was their reasoning?

They should have not denied you. I know of several people who got denied because they presented fake school transcripts. Try to appeal their decision. I think they have an office where they receive appeals.

how do i appeal a DV denial

I would try contact the USCIS office. Which region were you awarded initially? There is no way you fail to meet the educational requirements. I would definitely investigate the reasons further.

I could not find out how to file an appeal, but if you truly can, you should definitely do it.

Like rorypierre said, you could maybe start by contacting USCIS.

Also, do you know a knowledgeable immigration attorney that you can consult with?

Do you think they may also think your WAEC results and degree are falsified? I just saw you mentioned the [212][a][5]A. Is that the only reason you were denied?
