Should I do the I129?
The reason that the K3 is faster in some countries is because scheduling of an immigrant visa can sometimes take up to 12 months after the case has been completed at the National Visa Center - whereas a K3 can just be in a matter of a few months
The Embassy where my husband will go is Madrid, Spain, do anyone now how long will take the K3? Should I do the I-129?

How about if the alien spouse is in Philippines, do you think it's also advisable to take the K-3 route also? The USC husband is currently in Philippines. He and my friend got married there in June. They tried to apply for a tourist visa for my friend but it was refused. What basically are the steps that they should take instead so they can be together in US sooner.

You guys should go to visajourney.com. There are a lot of filers there going through many different parts of the world and you can see their timelines or ask questions. They also have guides on preparing different visa applications that are extremely helpful. Most members here are going through Mexico and some other places where waivers are required.
