When case status will change to issued ?

F4 - brothers and sisters of US citizens

    Interview - Islamabad Embassy, Pakistan
    Interview - 17 September 2013.

My Mother and I was interviewed at Islamabad embassy on 17 september 2013,
    we both were approved.
Consular officer told us that you both are approved and you will get your visas within 7-10 days.

Today is 20 September , 2 business days have passed , today is 3rd day.

Still case status on ceac.state.gov website is "Ready"

my question is that , how much time it takes to change status from ready to ISSUED?

There is no way to know. Your case *could* get stuck in something called administrative processing or AP. If that happens you should get a letter stating 221(g) AP.

Or they could issue it tomorrow. There is no way to know for sure.

Congrats on the approval....I hope the wait from here isn't very long. AP is not a fun wait.
*My husband (I2US member JLAB) EWI from Mexico in 1991. We married in January 2011, and immediately filed the I-130. It was approved in July, and we proceeded to NVC processing in August. His visa interview was February 9th, 2011 in CDJ. We filed our waiver through the NSC/Lockbox on July 19th, and it was approved in less than a month on August 15th! He received his visa August 31st, and he was home September 1st! See my Approved HSL in post #3, posted by my husband, JLAB.*

*While we did not use an attorney, we did consult with one initially. We were successful, but always be cautious and consult with an experienced, recommended attorney before taking any action on your case.*

so at least file is moving.

I hope AP would end soon.

The AP you experience is normal AP. It just means that they are checking everything before they issue to visa. I am glad it didn't get stuck in the LONG AP.

I didn't want to type this earlier, but it seems like people from Pakistan go through AP more often than people from other countries.

    But CONGRATS!!!
