Passports at I-601 appts

My husband just had his I-601 interview appt. and they said it would be 4-8 weeks but did not take his passport....why??
august 2003-met hubby (ewi)
sept 2005-had our son
jan 2007-married
july 2010-sent off i-130
may 2011-case transferred to nvc
june 2011-sent all documents to nvc
july 2011-nvc missing documents
august 2011-missing photos and i-864
october 2011-i-864 was incorrect, new pics and new i-864 sent
feb 2012-nvc sent e-mail all items recieved and case closed at nvc
feb 2012-notice of appt in juarez for march 23rd
march 7th 2012-my husband left for mexico
march 23rd 2012-1st interview-recived blue paper eligible for i601 wiver and have to file i212 also
march 26th 2012-scheduled waiver appt. (june 15th)
march 27th 2012-called to see if there were any cancelations to get an earlier appt (they move up to April 27th)

They aren't taking them lately because it's taking so long for a decision. The rule is that you can't go to the US until you're approved, not that you have to stay in Mexico until you're approved. What if you wished to travel outside of Mexico? That's the reasoning behind it. It means that you'll need to send it in when you're approved but there are many who need the passport as a form of ID and many who use it to travel.

TSK is right if you get approved they will send you a letter via DHL with instructions on how to send your passport back. Then they put the visa in it and send it back to you. It takes a little under two weeks to send the passport and receive it back with the visa inside
