Walk in is always better than online apps. Usually, online apps are not even looked at. At my job the recruiters go to the universities to hire new grads. Have you looked on the newspaper? If they have an opening you can go to the company with your resume in hands and try to talk to someone 'important' while you hand in the resume.

In the mean time, serving is a great option even with no experience. You have customer service experience, right? That's what it is. People want to eat and drink, they don't want their food to be late because they are hungry, they want you around so they can ask for stuff like napkins or a refil. Keep them happy and you're good.
