erojo23, my husband just called and he was told the exact same thing. He is soo bummed, so I told him not to get discouraged and not to call anymore.

We have Verizon, whenever my husband comes he is roaming (we are only like 20 mins away from the border).

To be let in to the consulate you need to have your passport, waiver appointment confirmation (letter, e-mail etc.) Also you need your waiver packet (HSL, I-601 application & G-325, fee $585 USD).
