Waiver approved but another visa interview!!!!

I just found out my waiver was approved and i got my instruction letter 3 weeks after but
I got 2 types of insruction letters one says for me to send the rest of the documents and
the other says that i have an appointment and bring the rest of the documents in when i have my interview...
