hey everyone! i have a question, my SO was in the US from when he was 12 to 20. Does he need to get a police certificate from the US? In packet 3 it says he needs to obtain a check from all "foregin countries", does it consider the US a foregin country? If so, and he needs one, how could i get it?

No - police certificates are not required from the US because they do their own FBI check.
You can view the individual country list here: http://travel.state.gov/visa/reciprocity/country_pick.htm#M
It will tell you if police certificates are available and therefore required, or not such as in Mexico.
You should also check your consulate website -- you'll usually find information like this:

Current and former residents of the United States should NOT obtain any
police certificates covering their residence in the United States.

he need or she needs to get one from the Local Police Department from each city he/she resided in!
