If a person is in the US on a tourist visa, and would like to marry a US Citizen, what would you recommend doing? I believe the person with the tourist visa would have to apply for some type of change in visa.

First step, consult with a lawyer. There are some tricky details (intent upon entry) that are important when it comes to adjusting from a tourist visa. It can be very run of the mill and easy, but the person needs to understand the potential issues as well as the fact that they cannot leave the US for quite some time. That means, if life was ongoing in their country, there's an apartment/house, job, family, bank accounts, things to be dealt with, it won't be an option to go back and wrap things up until approved.
