Thanks to this website, I can see there is a long wait for London to review and approve/deny the I601. We still are getting together some paperwork and letters to complete our packet. I was wondering if I should mail in the I601 form now to get in line and then send the supporting documents when we have completed them all?

You cannot mail in the 601 before your interview. You have to be interviewed, denied, and offered the opportunity to file the 601. . .
If that has already happened and you're talking about sending part by part, NOT a good idea. There is no guarantee, with our immigration system, that the documents will ever find each other. In a pinch, if you suddenly get more evidence after the whole packet is in, then you can try to mail the new evidence as a supplement, still no guarantee they'll ever meet up.
The last thing you want is for your packet to be adjudicated before it is complete or without supporting documentation.

Yes we have already been through the process of filing the I129 and having an interview and being denied. We are in the process of filing the I601. We have everything we are just waiting for the psych counsel letter for me. It make take a month for them to get it together.

You have to make that decision based on if you have a strong enough case without that one piece of information. You can never be sure the two will get together.
If the answer is yes, by all means submit the package and then the addition later, if not, definitely wait.

It's taken me many months to get everything we need together but I think it's too risky not to submit the complete package at once.
