Received it in the mail a couple days ago, the information is up on the web at http://www.ccfsettlement.com . Supposably it isn't fully hashed out yet (DHS trick to get people to submit incriminating info?), but it is a class-action against the foreign currency transaction rates that credit card companies charged from February 1, 1996 to November 8, 2006. Of the three claim options I see, the second form covers us best: "Visiting friends or relatives", with a total estimated number of days outside the U.S.

I got one also. I just filed mine for now. I didn't really know what to do with it.
I didn't use my credit card but just a couple of times in Mexico.

I got one too. Used my card in Mexico and Europe. So it's not a scam? I was going to throw it away.

Check over at Visajourney.com. They had a whole thread all about this. I also saw it on the national news.

I got one two and forgot about it until now. I lived in Juarez for two years and we used our debit card constantly to buy groceries, gas, etc. in Juarez. Probably paid at least a couple hundred bucks worth of those fees total.
