Renewing an I-192 while **IN** the U.S.

Hi all, I'm renewing my I-194, it uses the I-192 form ("For an alien who is otherwise not permitted to enter the United States to apply for permission to temporarily enter the United States"). This is usually used for those persons who enter and depart the U.S. regularly. However I am here for school. I'm wondering if anyone has ever renewed their I-192 while in the United States?. If so, where do you go to submit your paper work (since you are not going to be coming in a port of entry anywhere...) and where will I get fingerprinting done (since this is not an immigration application the service centers seems to be out of the question).
