My grandmother is a us citizen can she file or adjust my mother and my status i'm 21yrs old status.

Your grandmother can petition for your mother, but not for you. And.... it will take approximately 15 years for a visa number to become available for your mom. Theoretically, after your mom gets her PR status or USC-ship she can petition for you. But, obviously, that's an incredibly long process. Are you in the U.S. currently? Did you enter on a visa?

why would it take so long for a visa number for the mother?

Because a parent petitioning a child takes a long, long time... Look at the visa bulletin (http://travel.state.gov/visa/frvi/bulletin/bulletin_3841.html). If the OP were a USC petitioning his mother (and she had never been unlawfully present) that would be a different story because that is an immediate visa, but petitioning for adult children is not an automatic visa.

It depends on the country you are from, the timelines mentioned above only apply for Mexico and the Phillipines.
Otherwise you are looking at 5 years or so.
You and your mother would need to maintain Status in the US some other way if you intend staying here.
