I wonder if this has anything to do with the contractor at Laguna Niquel CA and another center. They're cutting some of the employees pay scale back and going to begin awarding top performers, etc. Maybe they're shifting some of the work load around.

I think so. It was announced that the outside vendor is taking over Vermont like they did for California. However, I understand that service is better since the contractor took over the processing.

The workers whose wage rate will be cut are contract employees in document processing centers in St. Albans, Vt., and Laguna Niguel, Calif.,.....

bobwindy - this will not really affect you or your petition, since you have already filed. The memo from USCIS is just requesting that anyone who files a new I130 petition after Dec. 3 2007 send it to the Chicago Lockbox address and not directly to the service centers.

Here is the article which states that Stanley, Inc. of Arlington, VA will take over the process of opening the mail, etc. at Vermont (St. Albans) which is what I was referring to in my earlier note.
