Can someone please remind me what exactly are packets 3 and 4? i can't remember reading anything about these, just about one packet, the 'fiance packet,' and of course now I'm worrying that I forgot something or missed something and i'm unnecessarily delaying the receipt of these two packets. i'm still holding out hope that we'll get to go to CDJ before the big fee increase happens...

What is referred to as packet 3 is the application packet. Packet 4 is the interview packet. Not all consulates issue two packets or they can be called different things e.g. in CDJ the packet sent out to applicants for the K-1 visa is called the Fiance(e) Packet.
The packet explains what documents the applicant needs to present at the time of the fiancé(e) visa interview. Once the applicant has all of the necessary documents, he or she may apply at the Immigrant Visa section on any weekday morning (excluding the last Friday of the month and Mexican and American holidays). There's only one packet -- the fiance packet. It's available on the CDJ site and the only thing you need from the packet they send is the letter.

thanks guys. I think I probably got confused from reading other people's timelines who are going through consulates in countries other than Mexico.
