i would like to know if the letter of intent has to be Notarized. many people say it does and some say does not need to be please help.

Are you talking about the Fiance Letter of Intent? No, it does not need to be notarized. Nothing for the K1 visa needs to be notarized except the I-134 if your consulate uses this form.
