Has anyone applied for a tourist visa through Guadalajara?

My husband and I want to invite his mom and dad to visit us. I have heard that it is difficult to get a tourist visa in Mexico City. Anyone have experience in Guadalajara?

Well my dad tried to get one bofere coming here illigaly but they denied him, because he didnt have assets in mexico. Im sure it has changed now.
