My husband will be traveling to bulgaria in a few months, he is a permanent resident right now, and to travel to bulgaria for less then 10 days if you're a us citizen you dont need anything but your passport, does thesame rules apply for my husband when traveling over seas?

I believe that for traveling purposes the same regulations apply. He will need a passport and his greencard. Maybe try searching http://www.state.gov/travelandbusiness/.

it may also depend where he is from. His country may require a visa. I would see if his country requires a visa and then contact the Bulgarian embassy.

thank you for the responses, the us visa expires one year after it was issue to we have to keep re-instating the visa in order for him to travel it says it only serves as temporary green card, so with current passport and greencard Im guessing he coudl still travle correct? I will call the INS today to find out as well.

It's not the US who gives the visa it's the Bulgarian Consulate. You should call the nearest Consulate that you have or check online if your husband's country of origin needs a Tourist visa to enter Bulgaria. Since he will use his country's passport and the US greencard to enter but it depends on if Bulgaria has a treatie that does not require a tourist visa.
For example, I'm from Argentina and I wanted to go to Nicaragua, so I went online to the Nicaraguan Consulate in Miami to check if I needed a tourist visa, I'm a LPR. I read that Argentina does not require a visa to enter the country, so I entered just with my valid Argentinean passport and my greencard to exit and enter the US.

I would definitely call USCIS.
If you adjust status within the US, after approval and prior to receiving the green-card (about a year) you need to get "a parole" from USCIS before you can travel.
Once you have the green-card then you can re-enter the US freely by presenting your passport and green-card.
It is not clear whether your husband has his green-card yet, so make sure. You would hate for him to be shut-out by a silly mistake. Call.

Does he have his permanent greencard or just the stamp?
Don't rely on the "Misinformation line" (as named by kitkat, I think) at USCIS, they are VERY unreliable. . .look on travel.state.gov They have written regulations.
If he has the greencard (even the temporary) this is what he needs. But do look on travel.state.gov

yeah he has his greencard, the permanent resident card and in Bulgaria US citizens dont requrie a visa, so since he has his permanent resident card and mexican passport, does he still require to go through Mexico? wouldnt he fall under permanent resident and be the same as a us citizen?
