At least in theory they are focusing on those with criminal issues...but you never know in practice what will really happen.

I really believe they use the excuse that they'll be looking for people with criminal issues, but of course they're not going to limit themselves to ONLY them. Luckily hubby will be gone or almost gone by the time they open their office. They're supposed to open it in the next couple of months. Wow... it'll be interesting how things will change.
