My dad (who is 61 yrs old) has been a permant resident since 1982. He and my mother(a US citizen) are still married and all of us kids are US-born also. Right before the fee increased he filed for citizenship and send out his package on July 26. He has not heard or recieved anything yet. A friend of his , who file just 3 weeks ago already recieved a notice of reciept. Now my dad is wondering if he did something wrong. He send it to the right center but did not certified the package. Someone told him that because the letter was not certified that it was going to get rejected and he would have to file again with the new fee incease. Is that true that it will be rejected if not certified?

Do you mean, he was told by someone that because he didn't send the package certified that it would be rejected? I have never heard that one before.
There are delays in sending out Receipt Notices because of the influx of applications, so I wouldn't worry at this stage.

It won't be rejected because it was not certified, but you might not receive anything for a little while. Always certify everything you send. Track it. That way if it really comes down to it they can't say they never received it.

I didn't send mine certified. It was accepted, check was cashed, and I got a biometrics appointment within a month or so. This was before the fee increase, so your dad is probably just caught in the backlog. Was his check cashed?
