General Doug O'Dell, federal coordinator for Gulf Coast Rebuilding, spoke at a graduation ceremony for students from Reconcile New Orleans' Youth Workforce Development Program on Wednesday, June 11, 2008.*The program was developed in 2000 to meet the needs of at-risk youth who had experienced various socio-economic challenges.
