Acronyms -- Reftel

Can someone please tell me what these stand for:

What is a NIV? Is it Non-Immigrate Visa?

What does this mean: "K3s are NIVs, and as such, an interview with a consular office is not necessarily required. Many posts are successfully issuing V NIVs using the "Interview by Exception" method, see Reftel A, para 41." What is Reftel?

Yes, NIV = Non-Immigrate Visa

REFTEL = Reference Telegram

I had seen the Telegram to Posts from Sec. of State dated 2001 that referenced that particular piece. I would assume it was superceded by a later directive as I have never read of anyone in the over two years that I have been on immigration boards, not having an interview for the K-3.

Thanks to everyone. I kept researching and could not find the definition for Reftel. Confusing to say the least.

Not confusing really. It is a type of telegram from the Department of State. Sorry, I should of linked in my previous post. I'm assuming these telegrams (reftel) are in-house instructions/guidance.
