Hola,
I am currently in Salt Lake City working right now. My wife is officaly in a bus to go to her interview in Guatemala City.
My Question:
Do I file my i-601 here, or there? I will not be in Guatemala for a while so any advice is great. I should be able to file it here in Salt Lake? Or may there are special offices that can only accept certain applications?
What did you all do?

So I am a bit unclear on the deal. It says on the I-601 instructions:
Where To File?
1. If you are outside the United States, you should submit Form I-601 to the U.S. Embassy or consulate where you are applying for a visa.
The application and supporting documents should be taken
mailed to the following locations:
2. If you are in the United States and filing Form I-
together with Form I-485, Application To Register Permanent Residence or Adjust Status, you should file the I-485/I-601 at the filing location specified
the I-485. Please see I-485 filing instructions.
3. If you are in the United States and your I-485 is currently pending, you should file the I-601 with the USCIS office or Service Center where your I-485 is CURRENTLY pending.
4. If you are in removal proceedings, you should file this application with the office of the Executive Office for Immigration Review (EOIR) with jurisdiction over your case, and according to the instructions that are provided to you in court. For information about EOIR, please visit EOIR's website at www.usdoj.gov/eoir.
I was told over the phone to wait and file for the I-415 when my wife gets here and when the I-601 is approved.
So I am still unclear on where I file and what to do.
What do you all say?

Your wife is out of the U.S., so your I-601 is filed at the consulate. I don't know how you file it at the consulate remotely. I filed mine the day of my wifes interview.
At your wifes interview, they should tell her what the next steps are with instructions. The embassy there is actaully pretty good from my impressions of it.

You can't file waivers from the U.S. in this case. Your wife (and you if you are going to the interview) will submit the waiver per their instructions, as ujcdv said. You can probably mail more info to them, but the actual I-601 form and the letter and evidence are best submitted at or after the visa interview.
