I have read about criminal waivers, medical waivers, and waivers for those who were in the US illegally.

Does the I-601 waiver constitute approval for all of these, or are there seperate applications to file? I am assuming that if a person's I-601 is approved, it serves as the waiver for any of the three grounds of inadmissibility mentioned above. Is this correct?

I-601 is a Application for Waiver of Grounds of Inadmissibility i.e. medical, illegal presence, criminal, misrepresentation, etc. Just about anything that falls into the list of Class of Aliens Ineligible to receive visas (assuming the ineligibility is waivable). http://travel.state.gov/visa/frvi/ineligibilities/ineligibilities_1364.html.

I-212 is an Application for Permission to Reapply for Admission Into the United States After Deportation or Removal.

Your 601 waiver and hardship letter needs to address all issues of inadmissibility and once approved, covers all. If deportation is involved, a 212 is also required.
