Employment authorization question

I sent out my immigration packe and was rejected due to missing information, the employment authorization letter stated that If I was going to sent the whole pak that i did'nt have to sent in fee and it was not filled out correctly well, I went to the office to find out what could of happen and the lady that was helping me told me that employment authorizations are not being granted. Is this correct? does any one anything about this?

My lawyer got a letter from them requesting additional supporting papers...I'm thinking it's the same thing as yours , although, he told me that this in NO WAY was a rejection letter.
