how to get a person on uscis info line?

So today on the chat Laurel said I would need to go ahead and file the I-212 at the office having "Jurisdiction over the location of the removal" This according to the USCIS website would be Syracuse. Syracuse doesn't list I-212 as one of the forms it processes (neither do any other NY offices.)

So I wanted to call the National Service Center to confirm but I can no longer (since the recording changed) figure out how to access an actual person and the automated system does not do I-212 (says it does not recognize the form)

Anyone know how to get a person, or have experience with U.S. field offices on I-212's???

Well i dont know how to get someone to talk to but I used to live in ny untill jan 2007 and as far as i know buffalo immigration office accepts alot of forms so u might want to try and call there office to see if u can file it there. I dont know where in ny u are but it might be able to tell u where to go with it. good luck

The office that handles the POE where he had his expedited removal is covered by the Syracuse office. I cannot find phone numbers or emails to ask questions though. It says to call the National Benefits Center, but I cannot get a person. :(
