My best guess is: the day they received it. Entering the system means they have started working on it.

The day it enters the DHS system. That appears to be August 15.

I received an email from Rome when they officially acknowledged that the application had been received. It was sent from Casablanca on June 14th but Rome did not log it in until August 1st. The email said 90-180 days from the time that his U.S. file is received in Rome. I did however get an actual letter mailed to my house that said the 90-180 days starts from the date the application was received...which was August 1st.
