Dialing Vermont Service Center from Out of Country

I can not call 800-3755283. Is there an alterntive way contacting USCIS service center from Canada. Last Year I used internet service Skype and It worked but when tried subsequently it did not work.

Use this number 212-620-3418.This number is for status for people outside of the USA. I am not sure if it is manned though.

We use skype, sometimes the call doesn't go through but try again, good luck
