Combine the flour, baking soda, and salt in a bowl.
Cut in the shortening until it resembles course crumbs.
Add the milk and stir until the dough sticks together.
Knead the dough lightly about ten times until it is well blended.
Roll it out into a rectangle, about a foot by a foot and a half.
Spread the butter on the dough then sprinkle on the sugar and cinnamon.
Roll up the dough jelly roll style. Slice the roll into 12 biscuits and place them cut side down in the pan.
Combine the sugar, orange juice, peel, and melted butter and pour it all over the bicuits. There will be a lot of liquid.
Bake the biscuits for 20 to 25 minutes until the tops are golden brown. Most of the liquid will have evaporated.
Turn the pan upside down over a plate and gently tap so that the biscuits fall out in one piece.
