Can you apply for cancellation of removal 10 years later????

Okay I am going out on a limb here. Yes my husband signed a voluntary removal 10 years ago. Now that is holding him back from getting his visa. Is there any way to fight that removal now??

Yes he left. I guess what I'm asking would be more like an appeal of some sort. That had he known this info. back then he would have done things differently. Who knows?????
