Tourist visa for Fiance's parents?

I know a lot of people have tried and gotten denied but does anyone know where to start the process. My future parents-in-law own a house, have a daughter that still lives at home and goes to school, and they care for two other kids ( a grandson/an orphan) who live with them. They probably don't have money in the bank. But they have land with crops and animals that need care. They have 3 sons who are living in the U.S. (EWI).

Any advice?
