I have my waiver approved almost 6 months ago and my case is still in processing at Montreal. My wife thought to contact local Congressman but a family member suggested that congress office only involves when case is in NVC cases not when when it transitions to embassy. Should we contact Senator? Is senate office helpful in my situation. Please suggest.

Is your case under AP? My senator was great dealing with Montreal.

Your situation is definitely one where you would want to contact a congressman/senator. You may have to figure out which one is most helpful but an inquiry through one of your liaisons is waaaayyy overdue.
You can find their contact information at:
www.senate.gov
www.house.gov
You can do a state/zip code search to find your rep's home page. You will need to fill out a "Constituent Services" request and call to speak to the representative. Some reps are more helpful than others. What state are you dealing with?
Before you do this you will need to have contacted Montreal yourself to ask about status. . .they will probably want a new police cert and medical. . .depending on what you've already done.
Montreal has a horrible habit of doing things like this, much worse these days. Recently corresponded with a couple who waited four months before her Senator finally had to throw a fit to get the ball rolling. . .I read your old posts, you've already submitted a new DS-230 months ago, have you done the medical/police cert?
How come you didn't contact the Senator when you posted last time? They are taking TOO much time.

If you have a lawyer get them to make an official AILA inquiry. It seems to be the only thing that's jump started or re-started my application.

You resumitted after 601 approval, or are you talking about the original submission?
If you don't mind, can we have a timeline of what's happened so far?
