So question 26 states:
Have you ever been removed, excluded or deported from the United States?
Is "refused admission" considered "excluded" I would think these words probably have very precise legal definitions?
In 1980 I was refused admission at Miami airport because my J visa had expired (due to me confusing 2 date stamps, one as expiry date, the other was permit to stay). I voluntarily left on the next available flight to Jamaica, went to embassy was granted another visa and reentered the US without issue a few days later.
So, is the answer yes or no.. I think it depends on the legal defn. of excluded.
