My girlfriend lives in Russia and we want to be married.. I'm trying to get her to the United States. What procedures do I need to follow to make that happen...

Hi Tommy,

You can file the I-129F for her. It's a petition for an "alien" fiance. I'm not sure how long the process will take but eventually she will have a visa interview, if everything is in order she will get her visa, enter the U.S., you will have to marry within 90 days and then you adjust status.

Has she ever been to the U.S.? And you are a U.S. citizen, right?

Tommy if she has never been here then you can file the I-129F which has about a 7 - 9 month wait time. ONce approved you will then be sent some forms that need to be sent back in which your GF will then be given an interview at the consulate in her country. At the interview she will be given a K1 visa to enter the US. You will have 90-day to get married and then file the I-485 to adjust her status to get her greencard. Basically what Laura said.
Now this only fall like this if you are a US Citizen and if I am not mistaken you need proof of a relationship within the last two years. Like have you met in person in the last two years etc. go to http://www.uscis.gov/files/form/I-129Finstr.pdf and read the instructions for the form.
