USC petitioner living/working outside US?

After filling I-130, USC lives and works outside US part-time, has a business "on the side" outside US, however still has a residence in US and and a part-time job in US, is it still ok for him to petition?Thank you in advance for your help.

I (USC) was in Canada and did all the paperwork from there with my Canadian address. I also had a US address, but all USCIS paperwork was sent to me in Canada.
