I know an immigration officer that interviews applicants at the Armania Consulate, who is moving to Moscow 2009. We wrote him an email (I work with his mom :D) and he wrote this back when I asked about filing the I601.
The waivers go to US CIS, not to the State Department, so there is no one unfortunately that I know of who could help her with her request. The one thing I would advise is that with all the hardships she lists below she needs to state why the presence of her husband is needed to help her deal with the hardship. The main thing is to show how the person's absence creates a hardship for the American citizen.
If his only ineligibility is an illegal overstay, then, in my experience, his chances are very good for the waiver being granted. If he has other ineligibilities, then it will depend on what those are.
