Enter without inspection = snuck in the US
Enter with inspection = entered legallaly
Overstay = came to US legally but when Visa expired, they still stayed.

Please add to what Jenny said:
Entered without inspection/overstayed -- entering without being inspected by an immigration officer or agent and then staying in the U.S. longer: (1) those here more than 6 months but less than a year -- barred for 3 years; (2) those here for more than a year are barried for 10 years.

Ok...I don't see your point...the I601 is the waiver for being present in the US illegally...as long as they qualfy ie..only 1 EWI after 1997...the I212 is for deportation, it needs to be filled out if the person was deported.

Okay. Section 212: GENERAL CLASSES OF ALIENS INELIGIBLE TO RECEIVE VISAS AND INELIGIBLE FOR ADMISSION; WAIVERS OF INADMISSIBILLITY
The Immigration & Nationality Act is broken down into "Acts" and then there are subtitles under the Act numbers.
So you would find your code Section under the subtitles: 212(a)(B)(i)(II) and that will tell you the specific charge.
