How to submit I-601 waiver and HSL

The question here is if I-601 and HSL must be submited together at the same time,I know it's 30 days to submit I-601 after visa denial, can the HSL be mailed later? Thank you all for your advice.

We've had this question a LOT. Do not separate the package. Remember that the package is not just the form or the letter but a TON of supporting documentation. You MUST send them together. Especially in the case of Montreal. They are so disorganized that if you don't submit them together the two may never "meet" again.
