Hello.

First, the pilot program is not something you "qualify" for. So far the only consulate that has such a program is Ciudad Juarez in Mexico. The pilot program allows for quicker adjudication for waivers. When before it would have taken many months to approve a waiver (pre-pilot program) it now is done the same day (that is you provide the adjudicator with extreme hardships and the evidence to back it up, which is key).
