question about i130 please :) help !!

ok so i have a friend who came here illegaly from el salvador when she was 14. her father(lpr) petittioned for her when she was over 21 years old and before april 30 2001. then she married a usc in 2005. she wants to know if her husband can file for her i130 and qualifying for thr 245-i ??? she thinks she does and she would have to pay a 1000.00 dollar fine ?? any1 know ??

hey.. not much people online.. I think she qualifies but I don't want to give you wrong info .. what she's talking about is the AOS and yeah that does cost around $1,000 .. just make sure she doesn't use a notario !!
