It could mean a lot of things, but basically it would be using someone else's identity, such as their passport or green card or birth certificate.

chalakita- I was confused about fraud & misrepresentation, I have EWI in 2002- I came back last november for my interview, I never had any other problems.
In RIO in my interview I had a very nice lady,my wife & little son was with me, the lady felt very bad when she said, you have to wait about 6-8 months, then she said, I will put in a good recommendation.
