I keep reading about this "backlog" in CDJ. Do any other coutries have backlogs?

Dominican Republic's backlog for INTERVIEWS (not waivers) is two years.

Every other country has a backlog only - the only reason we are differentiating between the "backlog" and other cases for Mexico is because Mexico/CDJ has the pilot program, which eliminates the waiver processing time for a lot of applicants. So now there are a number of people who filed waivers before March 2007 that are waiting in the "backlog" while others are approved through the pilot program.
