My understanding from reading about this policy change is that it only applies to those who qualify for in-country AOS and waivers, not to those who must go for consular processing. I would love to be wrong about that (as it would directly affect me) but I don't want anyone to with a waiver pending out of country to get their hopes up.. They feel there in limited risk in making this change since these individuals are already in the US...
