Not really. You can't file for her, and your husband would have to be a citizen. Even when he is a citizen and can file a petition it will take like 15 years for a visa number to become available. And if she EWI, she'd have to return to Mexico and go through CDJ - and she'd have a 10-year bar for unlawful presence and no one to file a waiver. Sorry...
